10 Brothers and sisters, my heart’s desire and prayer to God for the Israelites is that they may be saved. For I can testify about them that they are zealous for God, but their zeal is not based on knowledge. Since they did not know the righteousness of God and sought to establish their own, they did not submit to God’s righteousness. Christ is the culmination of the law so that there may be righteousness for everyone who believes.

Moses writes this about the righteousness that is by the law: ‘The person who does these things will live by them.’[a] But the righteousness that is by faith says: ‘Do not say in your heart, “Who will ascend into heaven?”’[b] (that is, to bring Christ down) ‘or “Who will descend into the deep?”’[c] (that is, to bring Christ up from the dead). But what does it say? ‘The word is near you; it is in your mouth and in your heart,’[d] that is, the message concerning faith that we proclaim: if you declare with your mouth, ‘Jesus is Lord,’ and believe in your heart that God raised him from the dead, you will be saved. 10 For it is with your heart that you believe and are justified, and it is with your mouth that you profess your faith and are saved. 11 As Scripture says, ‘Anyone who believes in him will never be put to shame.’[e] 12 For there is no difference between Jew and Gentile – the same Lord is Lord of all and richly blesses all who call on him, 13 for, ‘Everyone who calls on the name of the Lord will be saved.’[f]

14 How, then, can they call on the one they have not believed in? And how can they believe in the one of whom they have not heard? And how can they hear without someone preaching to them? 15 And how can anyone preach unless they are sent? As it is written: ‘How beautiful are the feet of those who bring good news!’[g]

16 But not all the Israelites accepted the good news. For Isaiah says, ‘Lord, who has believed our message?’[h] 17 Consequently, faith comes from hearing the message, and the message is heard through the word about Christ. 18 But I ask: did they not hear? Of course they did:

‘Their voice has gone out into all the earth,
    their words to the ends of the world.’[i]

19 Again I ask: did Israel not understand? First, Moses says,

‘I will make you envious by those who are not a nation;
    I will make you angry by a nation that has no understanding.’[j]

20 And Isaiah boldly says,

‘I was found by those who did not seek me;
    I revealed myself to those who did not ask for me.’[k]

21 But concerning Israel he says,

‘All day long I have held out my hands
    to a disobedient and obstinate people.’[l]

The remnant of Israel

11 I ask then: did God reject his people? By no means! I am an Israelite myself, a descendant of Abraham, from the tribe of Benjamin. God did not reject his people, whom he foreknew. Don’t you know what Scripture says in the passage about Elijah – how he appealed to God against Israel: ‘Lord, they have killed your prophets and torn down your altars; I am the only one left, and they are trying to kill me’[m]? And what was God’s answer to him? ‘I have reserved for myself seven thousand who have not bowed the knee to Baal.’[n] So too, at the present time there is a remnant chosen by grace. And if by grace, then it cannot be based on works; if it were, grace would no longer be grace.

What then? What the people of Israel sought so earnestly they did not obtain. The elect among them did, but the others were hardened, as it is written:

‘God gave them a spirit of stupor,
    eyes that could not see
    and ears that could not hear,
to this very day.’[o]

And David says:

‘May their table become a snare and a trap,
    a stumbling-block and a retribution for them.
10 May their eyes be darkened so they cannot see,
    and their backs be bent for ever.’[p]

Ingrafted branches

11 Again I ask: did they stumble so as to fall beyond recovery? Not at all! Rather, because of their transgression, salvation has come to the Gentiles to make Israel envious. 12 But if their transgression means riches for the world, and their loss means riches for the Gentiles, how much greater riches will their full inclusion bring!

13 I am talking to you Gentiles. Inasmuch as I am the apostle to the Gentiles, I take pride in my ministry 14 in the hope that I may somehow arouse my own people to envy and save some of them. 15 For if their rejection brought reconciliation to the world, what will their acceptance be but life from the dead? 16 If the part of the dough offered as firstfruits is holy, then the whole batch is holy; if the root is holy, so are the branches.

17 If some of the branches have been broken off, and you, though a wild olive shoot, have been grafted in among the others and now share in the nourishing sap from the olive root, 18 do not consider yourself to be superior to those other branches. If you do, consider this: you do not support the root, but the root supports you. 19 You will say then, ‘Branches were broken off so that I could be grafted in.’ 20 Granted. But they were broken off because of unbelief, and you stand by faith. Do not be arrogant, but tremble. 21 For if God did not spare the natural branches, he will not spare you either.

22 Consider therefore the kindness and sternness of God: sternness to those who fell, but kindness to you, provided that you continue in his kindness. Otherwise, you also will be cut off. 23 And if they do not persist in unbelief, they will be grafted in, for God is able to graft them in again. 24 After all, if you were cut out of an olive tree that is wild by nature, and contrary to nature were grafted into a cultivated olive tree, how much more readily will these, the natural branches, be grafted into their own olive tree!

All Israel will be saved

25 I do not want you to be ignorant of this mystery, brothers and sisters, so that you may not be conceited: Israel has experienced a hardening in part until the full number of the Gentiles has come in, 26 and in this way[q] all Israel will be saved. As it is written:

‘The deliverer will come from Zion;
    he will turn godlessness away from Jacob.
27 And this is[r] my covenant with them
    when I take away their sins.’[s]

28 As far as the gospel is concerned, they are enemies for your sake; but as far as election is concerned, they are loved on account of the patriarchs, 29 for God’s gifts and his call are irrevocable. 30 Just as you who were at one time disobedient to God have now received mercy as a result of their disobedience, 31 so they too have now become disobedient in order that they too may now[t] receive mercy as a result of God’s mercy to you. 32 For God has bound everyone over to disobedience so that he may have mercy on them all.

Doxology

33 Oh, the depth of the riches of the wisdom and[u] knowledge of God!
    How unsearchable his judgments,
    and his paths beyond tracing out!
34 ‘Who has known the mind of the Lord?
    Or who has been his counsellor?’[v]
35 ‘Who has ever given to God,
    that God should repay them?’[w]
36 For from him and through him and for him are all things.
    To him be the glory for ever! Amen.

A living sacrifice

12 Therefore, I urge you, brothers and sisters, in view of God’s mercy, to offer your bodies as a living sacrifice, holy and pleasing to God – this is your true and proper worship. Do not conform to the pattern of this world, but be transformed by the renewing of your mind. Then you will be able to test and approve what God’s will is – his good, pleasing and perfect will.

Humble service in the body of Christ

For by the grace given me I say to every one of you: do not think of yourself more highly than you ought, but rather think of yourself with sober judgment, in accordance with the faith God has distributed to each of you. For just as each of us has one body with many members, and these members do not all have the same function, so in Christ we, though many, form one body, and each member belongs to all the others. We have different gifts, according to the grace given to each of us. If your gift is prophesying, then prophesy in accordance with your[x] faith; if it is serving, then serve; if it is teaching, then teach; if it is to encourage, then give encouragement; if it is giving, then give generously; if it is to lead,[y] do it diligently; if it is to show mercy, do it cheerfully.

Love in action

Love must be sincere. Hate what is evil; cling to what is good. 10 Be devoted to one another in love. Honour one another above yourselves. 11 Never be lacking in zeal, but keep your spiritual fervour, serving the Lord. 12 Be joyful in hope, patient in affliction, faithful in prayer. 13 Share with the Lord’s people who are in need. Practise hospitality.

14 Bless those who persecute you; bless and do not curse. 15 Rejoice with those who rejoice; mourn with those who mourn. 16 Live in harmony with one another. Do not be proud, but be willing to associate with people of low position.[z] Do not be conceited.

17 Do not repay anyone evil for evil. Be careful to do what is right in the eyes of everyone. 18 If it is possible, as far as it depends on you, live at peace with everyone. 19 Do not take revenge, my dear friends, but leave room for God’s wrath, for it is written: ‘It is mine to avenge; I will repay,’[aa] says the Lord. 20 On the contrary:

‘If your enemy is hungry, feed him;
    if he is thirsty, give him something to drink.
In doing this, you will heap burning coals on his head.’[ab]

21 Do not be overcome by evil, but overcome evil with good.

Submission to governing authorities

13 Let everyone be subject to the governing authorities, for there is no authority except that which God has established. The authorities that exist have been established by God. Consequently, whoever rebels against the authority is rebelling against what God has instituted, and those who do so will bring judgment on themselves. For rulers hold no terror for those who do right, but for those who do wrong. Do you want to be free from fear of the one in authority? Then do what is right and you will be commended. For the one in authority is God’s servant for your good. But if you do wrong, be afraid, for rulers do not bear the sword for no reason. They are God’s servants, agents of wrath to bring punishment on the wrongdoer. Therefore, it is necessary to submit to the authorities, not only because of possible punishment but also as a matter of conscience.

This is also why you pay taxes, for the authorities are God’s servants, who give their full time to governing. Give to everyone what you owe them: if you owe taxes, pay taxes; if revenue, then revenue; if respect, then respect; if honour, then honour.

Love fulfils the law

Let no debt remain outstanding, except the continuing debt to love one another, for whoever loves others has fulfilled the law. The commandments, ‘You shall not commit adultery,’ ‘You shall not murder,’ ‘You shall not steal,’ ‘You shall not covet,’[ac] and whatever other command there may be, are summed up in this one command: ‘Love your neighbour as yourself.’[ad] 10 Love does no harm to a neighbour. Therefore love is the fulfilment of the law.

The day is near

11 And do this, understanding the present time: the hour has already come for you to wake up from your slumber, because our salvation is nearer now than when we first believed. 12 The night is nearly over; the day is almost here. So let us put aside the deeds of darkness and put on the armour of light. 13 Let us behave decently, as in the daytime, not in carousing and drunkenness, not in sexual immorality and debauchery, not in dissension and jealousy. 14 Rather, clothe yourselves with the Lord Jesus Christ, and do not think about how to gratify the desires of the flesh.[ae]

The weak and the strong

14 Accept the one whose faith is weak, without quarrelling over disputable matters. One person’s faith allows them to eat anything, but another, whose faith is weak, eats only vegetables. The one who eats everything must not treat with contempt the one who does not, and the one who does not eat everything must not judge the one who does, for God has accepted them. Who are you to judge someone else’s servant? To their own master, servants stand or fall. And they will stand, for the Lord is able to make them stand.

One person considers one day more sacred than another; another considers every day alike. Each of them should be fully convinced in their own mind. Whoever regards one day as special does so to the Lord. Whoever eats meat does so to the Lord, for they give thanks to God; and whoever abstains does so to the Lord and gives thanks to God. For none of us lives for ourselves alone, and none of us dies for ourselves alone. If we live, we live for the Lord; and if we die, we die for the Lord. So, whether we live or die, we belong to the Lord. For this very reason, Christ died and returned to life so that he might be the Lord of both the dead and the living.

10 You, then, why do you judge your brother or sister?[af] Or why do you treat them with contempt? For we will all stand before God’s judgment seat. 11 It is written:

‘“As surely as I live,” says the Lord,
“Every knee will bow before me;
    every tongue will acknowledge God.”’[ag]

12 So then, each of us will give an account of ourselves to God.

13 Therefore let us stop passing judgment on one another. Instead, make up your mind not to put any stumbling-block or obstacle in the way of a brother or sister. 14 I am convinced, being fully persuaded in the Lord Jesus, that nothing is unclean in itself. But if anyone regards something as unclean, then for that person it is unclean. 15 If your brother or sister is distressed because of what you eat, you are no longer acting in love. Do not by your eating destroy someone for whom Christ died. 16 Therefore do not let what you know is good be spoken of as evil. 17 For the kingdom of God is not a matter of eating and drinking, but of righteousness, peace and joy in the Holy Spirit, 18 because anyone who serves Christ in this way is pleasing to God and receives human approval.

19 Let us therefore make every effort to do what leads to peace and to mutual edification. 20 Do not destroy the work of God for the sake of food. All food is clean, but it is wrong for a person to eat anything that causes someone else to stumble. 21 It is better not to eat meat or drink wine or to do anything else that will cause your brother or sister to fall.

22 So whatever you believe about these things keep between yourself and God. Blessed is the one who does not condemn himself by what he approves. 23 But whoever has doubts is condemned if they eat, because their eating is not from faith; and everything that does not come from faith is sin.[ah]

15 We who are strong ought to bear with the failings of the weak and not to please ourselves. Each of us should please our neighbours for their good, to build them up. For even Christ did not please himself but, as it is written: ‘The insults of those who insult you have fallen on me.’[ai] For everything that was written in the past was written to teach us, so that through the endurance taught in the Scriptures and the encouragement they provide we might have hope.

May the God who gives endurance and encouragement give you the same attitude of mind toward each other that Christ Jesus had, so that with one mind and one voice you may glorify the God and Father of our Lord Jesus Christ.

Accept one another, then, just as Christ accepted you, in order to bring praise to God. For I tell you that Christ has become a servant of the Jews[aj] on behalf of God’s truth, so that the promises made to the patriarchs might be confirmed and, moreover, that the Gentiles might glorify God for his mercy. As it is written:

‘Therefore I will praise you among the Gentiles;
    I will sing the praises of your name.’[ak]

10 Again, it says,

‘Rejoice, you Gentiles, with his people.’[al]

11 And again,

‘Praise the Lord, all you Gentiles;
    let all the peoples extol him.’[am]

12 And again, Isaiah says,

‘The Root of Jesse will spring up,
    one who will arise to rule over the nations;
    in him the Gentiles will hope.’[an]

13 May the God of hope fill you with all joy and peace as you trust in him, so that you may overflow with hope by the power of the Holy Spirit.

Paul the minister to the Gentiles

14 I myself am convinced, my brothers and sisters, that you yourselves are full of goodness, filled with knowledge and competent to instruct one another. 15 Yet I have written to you quite boldly on some points to remind you of them again, because of the grace God gave me 16 to be a minister of Christ Jesus to the Gentiles. He gave me the priestly duty of proclaiming the gospel of God, so that the Gentiles might become an offering acceptable to God, sanctified by the Holy Spirit.

17 Therefore I glory in Christ Jesus in my service to God. 18 I will not venture to speak of anything except what Christ has accomplished through me in leading the Gentiles to obey God by what I have said and done – 19 by the power of signs and wonders, through the power of the Spirit of God. So from Jerusalem all the way round to Illyricum, I have fully proclaimed the gospel of Christ. 20 It has always been my ambition to preach the gospel where Christ was not known, so that I would not be building on someone else’s foundation. 21 Rather, as it is written:

‘Those who were not told about him will see,
    and those who have not heard will understand.’[ao]

22 This is why I have often been hindered from coming to you.

Paul’s plan to visit Rome

23 But now that there is no more place for me to work in these regions, and since I have been longing for many years to visit you, 24 I plan to do so when I go to Spain. I hope to see you while passing through and that you will assist me on my journey there, after I have enjoyed your company for a while. 25 Now, however, I am on my way to Jerusalem in the service of the Lord’s people there. 26 For Macedonia and Achaia were pleased to make a contribution for the poor among the Lord’s people in Jerusalem. 27 They were pleased to do it, and indeed they owe it to them. For if the Gentiles have shared in the Jews’ spiritual blessings, they owe it to the Jews to share with them their material blessings. 28 So after I have completed this task and have made sure that they have received this contribution, I will go to Spain and visit you on the way. 29 I know that when I come to you, I will come in the full measure of the blessing of Christ.

30 I urge you, brothers and sisters, by our Lord Jesus Christ and by the love of the Spirit, to join me in my struggle by praying to God for me. 31 Pray that I may be kept safe from the unbelievers in Judea and that the contribution I take to Jerusalem may be favourably received by the Lord’s people there, 32 so that I may come to you with joy, by God’s will, and in your company be refreshed. 33 The God of peace be with you all. Amen.

15 Greet Philologus, Julia, Nereus and his sister, and Olympas and all the Lord’s people who are with them.

16 Greet one another with a holy kiss.

17 I urge you, brothers and sisters, to watch out for those who cause divisions and put obstacles in your way that are contrary to the teaching you have learned. Keep away from them. 18 For such people are not serving our Lord Christ, but their own appetites. By smooth talk and flattery they deceive the minds of naïve people. 19 Everyone has heard about your obedience, so I rejoice because of you; but I want you to be wise about what is good, and innocent about what is evil.

20 The God of peace will soon crush Satan under your feet.

The grace of our Lord Jesus be with you.
