He will not judge by what he sees with his eyes,^(J)
    or decide by what he hears with his ears;^(K)
4 but with righteousness^(L) he will judge the needy,^(M)
    with justice^(N) he will give decisions for the poor^(O) of the earth.
He will strike^(P) the earth with the rod of his mouth;^(Q)
    with the breath^(R) of his lips he will slay the wicked.^(S)
5 Righteousness will be his belt^(T)
    and faithfulness^(U) the sash around his waist.^(V)

⁶ The wolf will live with the lamb,^(W)
    the leopard will lie down with the goat,
the calf and the lion and the yearling^[a] together;
    and a little child will lead them.
⁷ The cow will feed with the bear,
    their young will lie down together,
    and the lion will eat straw like the ox.^(X)
8 The infant^(Y) will play near the cobra’s den,
    and the young child will put its hand into the viper’s^(Z) nest.
⁹ They will neither harm nor destroy^(AA)
    on all my holy mountain,^(AB)
for the earth^(AC) will be filled with the knowledge^(AD) of the Lord
    as the waters cover the sea.

¹² He will raise a banner^(AU) for the nations
    and gather^(AV) the exiles of Israel;^(AW)
he will assemble the scattered people^(AX) of Judah
    from the four quarters of the earth.^(AY)
13 Ephraim’s jealousy will vanish,
    and Judah’s enemies^[d] will be destroyed;
Ephraim will not be jealous of Judah,
    nor Judah hostile toward Ephraim.^(AZ)
14 They will swoop down on the slopes of Philistia^(BA) to the west;
    together they will plunder the people to the east.^(BB)
They will subdue Edom^(BC) and Moab,^(BD)
    and the Ammonites^(BE) will be subject to them.^(BF)
15 The Lord will dry up^(BG)
    the gulf of the Egyptian sea;
with a scorching wind^(BH) he will sweep his hand^(BI)
    over the Euphrates River.^(BJ)
He will break it up into seven streams
    so that anyone can cross over in sandals.^(BK)
16 There will be a highway^(BL) for the remnant^(BM) of his people
    that is left from Assyria,^(BN)
as there was for Israel
    when they came up from Egypt.^(BO)

⁸ Lead out those who have eyes but are blind,^(AF)
    who have ears but are deaf.^(AG)
9 All the nations gather together^(AH)
    and the peoples assemble.
Which of their gods foretold^(AI) this
    and proclaimed to us the former things?
Let them bring in their witnesses to prove they were right,
    so that others may hear and say, “It is true.”
¹⁰ “You are my witnesses,^(AJ)” declares the Lord,
    “and my servant^(AK) whom I have chosen,
so that you may know^(AL) and believe me
    and understand that I am he.
Before me no god^(AM) was formed,
    nor will there be one after me.^(AN)
11 I, even I, am the Lord,^(AO)
    and apart from me there is no savior.^(AP)
12 I have revealed and saved and proclaimed—
    I, and not some foreign god^(AQ) among you.
You are my witnesses,^(AR)” declares the Lord, “that I am God.
¹³     Yes, and from ancient days^(AS) I am he.^(AT)
No one can deliver out of my hand.
    When I act, who can reverse it?”^(AU)

¹⁶ This is what the Lord says—
    he who made a way through the sea,
    a path through the mighty waters,^(BC)
17 who drew out^(BD) the chariots and horses,^(BE)
    the army and reinforcements together,^(BF)
and they lay^(BG) there, never to rise again,
    extinguished, snuffed out like a wick:^(BH)
18 “Forget the former things;^(BI)
    do not dwell on the past.
¹⁹ See, I am doing a new thing!^(BJ)
    Now it springs up; do you not perceive it?
I am making a way in the wilderness^(BK)
    and streams in the wasteland.^(BL)
20 The wild animals^(BM) honor me,
    the jackals^(BN) and the owls,
because I provide water^(BO) in the wilderness
    and streams in the wasteland,
to give drink to my people, my chosen,
²¹     the people I formed^(BP) for myself^(BQ)
    that they may proclaim my praise.^(BR)

²² “Yet you have not called on me, Jacob,
    you have not wearied^(BS) yourselves for^[c] me, Israel.^(BT)
23 You have not brought me sheep for burnt offerings,^(BU)
    nor honored^(BV) me with your sacrifices.^(BW)
I have not burdened^(BX) you with grain offerings
    nor wearied you with demands^(BY) for incense.^(BZ)
24 You have not bought any fragrant calamus^(CA) for me,
    or lavished on me the fat^(CB) of your sacrifices.
But you have burdened me with your sins
    and wearied^(CC) me with your offenses.^(CD)

²⁵ “I, even I, am he who blots out
    your transgressions,^(CE) for my own sake,^(CF)
    and remembers your sins^(CG) no more.^(CH)
26 Review the past for me,
    let us argue the matter together;^(CI)
    state the case^(CJ) for your innocence.
²⁷ Your first father^(CK) sinned;
    those I sent to teach^(CL) you rebelled^(CM) against me.
²⁸ So I disgraced the dignitaries of your temple;
    I consigned Jacob to destruction^[d](CN)
    and Israel to scorn.^(CO)

⁴ “Do not be afraid;^(L) you will not be put to shame.^(M)
    Do not fear disgrace;^(N) you will not be humiliated.
You will forget the shame of your youth^(O)
    and remember no more the reproach^(P) of your widowhood.^(Q)
5 For your Maker^(R) is your husband^(S)—
    the Lord Almighty is his name—
the Holy One^(T) of Israel is your Redeemer;^(U)
    he is called the God of all the earth.^(V)
6 The Lord will call you back^(W)
    as if you were a wife deserted^(X) and distressed in spirit—
a wife who married young,^(Y)
    only to be rejected,” says your God.
⁷ “For a brief moment^(Z) I abandoned^(AA) you,
    but with deep compassion^(AB) I will bring you back.^(AC)
8 In a surge of anger^(AD)
    I hid^(AE) my face from you for a moment,
but with everlasting kindness^(AF)
    I will have compassion^(AG) on you,”
    says the Lord your Redeemer.^(AH)

⁹ “To me this is like the days of Noah,
    when I swore that the waters of Noah would never again cover the earth.^(AI)
So now I have sworn^(AJ) not to be angry^(AK) with you,
    never to rebuke^(AL) you again.
¹⁰ Though the mountains be shaken^(AM)
    and the hills be removed,
yet my unfailing love^(AN) for you will not be shaken^(AO)
    nor my covenant^(AP) of peace^(AQ) be removed,”
    says the Lord, who has compassion^(AR) on you.

¹¹ “Afflicted^(AS) city, lashed by storms^(AT) and not comforted,^(AU)
    I will rebuild you with stones of turquoise,^[a](AV)
    your foundations^(AW) with lapis lazuli.^(AX)
12 I will make your battlements of rubies,
    your gates^(AY) of sparkling jewels,
    and all your walls of precious stones.
¹³ All your children will be taught by the Lord,^(AZ)
    and great will be their peace.^(BA)
14 In righteousness^(BB) you will be established:^(BC)
Tyranny^(BD) will be far from you;
    you will have nothing to fear.^(BE)
Terror^(BF) will be far removed;
    it will not come near you.
¹⁵ If anyone does attack you, it will not be my doing;
    whoever attacks you will surrender^(BG) to you.

¹⁶ “See, it is I who created the blacksmith^(BH)
    who fans the coals into flame
    and forges a weapon^(BI) fit for its work.
And it is I who have created the destroyer^(BJ) to wreak havoc;
¹⁷     no weapon forged against you will prevail,^(BK)
    and you will refute^(BL) every tongue that accuses you.
This is the heritage of the servants^(BM) of the Lord,
    and this is their vindication^(BN) from me,”
declares the Lord.

⁴ “Lift up your eyes and look about you:
    All assemble^(I) and come to you;
your sons come from afar,^(J)
    and your daughters^(K) are carried on the hip.^(L)
5 Then you will look and be radiant,^(M)
    your heart will throb and swell with joy;^(N)
the wealth^(O) on the seas will be brought to you,
    to you the riches of the nations will come.
⁶ Herds of camels^(P) will cover your land,
    young camels of Midian^(Q) and Ephah.^(R)
And all from Sheba^(S) will come,
    bearing gold and incense^(T)
    and proclaiming the praise^(U) of the Lord.
⁷ All Kedar’s^(V) flocks will be gathered to you,
    the rams of Nebaioth will serve you;
they will be accepted as offerings^(W) on my altar,^(X)
    and I will adorn my glorious temple.^(Y)

⁸ “Who are these^(Z) that fly along like clouds,^(AA)
    like doves to their nests?
⁹ Surely the islands^(AB) look to me;
    in the lead are the ships of Tarshish,^[a](AC)
bringing^(AD) your children from afar,
    with their silver and gold,^(AE)
to the honor^(AF) of the Lord your God,
    the Holy One^(AG) of Israel,
    for he has endowed you with splendor.^(AH)

¹⁰ “Foreigners^(AI) will rebuild your walls,
    and their kings^(AJ) will serve you.
Though in anger I struck you,
    in favor^(AK) I will show you compassion.^(AL)
11 Your gates^(AM) will always stand open,
    they will never be shut, day or night,
so that people may bring you the wealth of the nations^(AN)—
    their kings^(AO) led in triumphal procession.
¹² For the nation or kingdom that will not serve^(AP) you will perish;
    it will be utterly ruined.^(AQ)

¹³ “The glory of Lebanon^(AR) will come to you,
    the juniper, the fir and the cypress together,^(AS)
to adorn my sanctuary;^(AT)
    and I will glorify the place for my feet.^(AU)
14 The children of your oppressors^(AV) will come bowing before you;
    all who despise you will bow down^(AW) at your feet
and will call you the City^(AX) of the Lord,
    Zion^(AY) of the Holy One^(AZ) of Israel.

¹⁵ “Although you have been forsaken^(BA) and hated,
    with no one traveling^(BB) through,
I will make you the everlasting pride^(BC)
    and the joy^(BD) of all generations.
¹⁶ You will drink the milk of nations
    and be nursed^(BE) at royal breasts.
Then you will know^(BF) that I, the Lord, am your Savior,^(BG)
    your Redeemer,^(BH) the Mighty One of Jacob.^(BI)
17 Instead of bronze I will bring you gold,^(BJ)
    and silver in place of iron.
Instead of wood I will bring you bronze,
    and iron in place of stones.
I will make peace^(BK) your governor
    and well-being your ruler.^(BL)
18 No longer will violence^(BM) be heard in your land,
    nor ruin or destruction^(BN) within your borders,
but you will call your walls Salvation^(BO)
    and your gates Praise.^(BP)
19 The sun will no more be your light by day,
    nor will the brightness of the moon shine on you,
for the Lord will be your everlasting light,^(BQ)
    and your God will be your glory.^(BR)
20 Your sun^(BS) will never set again,
    and your moon will wane no more;
the Lord will be your everlasting light,
    and your days of sorrow^(BT) will end.
²¹ Then all your people will be righteous^(BU)
    and they will possess^(BV) the land forever.
They are the shoot I have planted,^(BW)
    the work of my hands,^(BX)
    for the display of my splendor.^(BY)
22 The least of you will become a thousand,
    the smallest a mighty nation.^(BZ)
I am the Lord;
    in its time I will do this swiftly.”^(CA)

⁴ They will rebuild the ancient ruins^(CT)
    and restore the places long devastated;
they will renew the ruined cities
    that have been devastated for generations.
⁵ Strangers^(CU) will shepherd your flocks;
    foreigners will work your fields and vineyards.
⁶ And you will be called priests^(CV) of the Lord,
    you will be named ministers of our God.
You will feed on the wealth^(CW) of nations,
    and in their riches you will boast.

⁷ Instead of your shame^(CX)
    you will receive a double^(CY) portion,
and instead of disgrace
    you will rejoice in your inheritance.
And so you will inherit^(CZ) a double portion in your land,
    and everlasting joy^(DA) will be yours.

⁸ “For I, the Lord, love justice;^(DB)
    I hate robbery and wrongdoing.
In my faithfulness I will reward my people
    and make an everlasting covenant^(DC) with them.
⁹ Their descendants^(DD) will be known among the nations
    and their offspring among the peoples.
All who see them will acknowledge
    that they are a people the Lord has blessed.”^(DE)

¹⁰ I delight greatly in the Lord;
    my soul rejoices^(DF) in my God.
For he has clothed me with garments of salvation
    and arrayed me in a robe of his righteousness,^(DG)
as a bridegroom adorns his head^(DH) like a priest,
    and as a bride^(DI) adorns herself with her jewels.
¹¹ For as the soil makes the sprout come up
    and a garden^(DJ) causes seeds to grow,
so the Sovereign Lord will make righteousness^(DK)
    and praise spring up before all nations.

⁶ I have posted watchmen^(DZ) on your walls, Jerusalem;
    they will never be silent day or night.
You who call on the Lord,
    give yourselves no rest,^(EA)
7 and give him no rest^(EB) till he establishes Jerusalem
    and makes her the praise^(EC) of the earth.

⁸ The Lord has sworn^(ED) by his right hand
    and by his mighty arm:
“Never again will I give your grain^(EE)
    as food for your enemies,
and never again will foreigners drink the new wine
    for which you have toiled;
⁹ but those who harvest it will eat^(EF) it
    and praise the Lord,^(EG)
and those who gather the grapes will drink it
    in the courts of my sanctuary.”^(EH)

¹⁰ Pass through, pass through the gates!^(EI)
    Prepare the way for the people.
Build up, build up the highway!^(EJ)
    Remove the stones.
Raise a banner^(EK) for the nations.

¹¹ The Lord has made proclamation
    to the ends of the earth:^(EL)
“Say to Daughter Zion,^(EM)
    ‘See, your Savior comes!^(EN)
See, his reward is with him,
    and his recompense accompanies him.’”^(EO)
12 They will be called^(EP) the Holy People,^(EQ)
    the Redeemed^(ER) of the Lord;
and you will be called Sought After,
    the City No Longer Deserted.^(ES)

“Heaven is my throne,^(A)
    and the earth is my footstool.^(B)
Where is the house^(C) you will build for me?
    Where will my resting place be?
² Has not my hand made all these things,^(D)
    and so they came into being?”
declares the Lord.

“These are the ones I look on with favor:
    those who are humble and contrite in spirit,^(E)
    and who tremble at my word.^(F)
3 But whoever sacrifices a bull^(G)
    is like one who kills a person,
and whoever offers a lamb
    is like one who breaks a dog’s neck;
whoever makes a grain offering
    is like one who presents pig’s^(H) blood,
and whoever burns memorial incense^(I)
    is like one who worships an idol.
They have chosen their own ways,^(J)
    and they delight in their abominations;^(K)
4 so I also will choose harsh treatment for them
    and will bring on them what they dread.^(L)
For when I called, no one answered,^(M)
    when I spoke, no one listened.
They did evil^(N) in my sight
    and chose what displeases me.”^(O)

⁵ Hear the word of the Lord,
    you who tremble at his word:^(P)
“Your own people who hate^(Q) you,
    and exclude you because of my name, have said,
‘Let the Lord be glorified,
    that we may see your joy!’
    Yet they will be put to shame.^(R)
6 Hear that uproar from the city,
    hear that noise from the temple!
It is the sound^(S) of the Lord
    repaying^(T) his enemies all they deserve.

⁷ “Before she goes into labor,^(U)
    she gives birth;
before the pains come upon her,
    she delivers a son.^(V)
8 Who has ever heard of such things?
    Who has ever seen^(W) things like this?
Can a country be born in a day^(X)
    or a nation be brought forth in a moment?
Yet no sooner is Zion in labor
    than she gives birth to her children.^(Y)
9 Do I bring to the moment of birth^(Z)
    and not give delivery?” says the Lord.
“Do I close up the womb
    when I bring to delivery?” says your God.
¹⁰ “Rejoice^(AA) with Jerusalem and be glad for her,
    all you who love^(AB) her;
rejoice greatly with her,
    all you who mourn^(AC) over her.
¹¹ For you will nurse^(AD) and be satisfied
    at her comforting breasts;^(AE)
you will drink deeply
    and delight in her overflowing abundance.”^(AF)

“I will extend peace^(AG) to her like a river,^(AH)
    and the wealth^(AI) of nations like a flooding stream;
you will nurse and be carried^(AJ) on her arm
    and dandled on her knees.
¹³ As a mother comforts her child,^(AK)
    so will I comfort^(AL) you;
    and you will be comforted over Jerusalem.”

¹⁴ When you see this, your heart will rejoice^(AM)
    and you will flourish^(AN) like grass;
the hand^(AO) of the Lord will be made known to his servants,^(AP)
    but his fury^(AQ) will be shown to his foes.
¹⁵ See, the Lord is coming with fire,^(AR)
    and his chariots^(AS) are like a whirlwind;^(AT)
he will bring down his anger with fury,
    and his rebuke^(AU) with flames of fire.
¹⁶ For with fire^(AV) and with his sword^(AW)
    the Lord will execute judgment^(AX) on all people,
    and many will be those slain^(AY) by the Lord.
