Esther 9:29-31

29 Queen Esther daughter of Abihail, along with the Jew Mordecai, gave full written authority, confirming this second letter about Purim. 30 Letters were sent wishing peace and security to all the Jews, to the one hundred and twenty-seven provinces of the kingdom of Ahasuerus, 31 and giving orders that these days of Purim should be observed at their appointed seasons, as the Jew Mordecai and Queen Esther enjoined on the Jews, just as they had laid down for themselves and for their descendants regulations concerning their fasts and their lamentations.

New International Version
29 So Queen Esther, daughter of Abihail,(A) along with Mordecai the Jew, wrote with full authority to confirm this second letter concerning Purim. 30 And Mordecai sent letters to all the Jews in the 127 provinces(B) of Xerxes’ kingdom—words of goodwill and assurance— 31 to establish these days of Purim at their designated times, as Mordecai the Jew and Queen Esther had decreed for them, and as they had established for themselves and their descendants in regard to their times of fasting(C) and lamentation.(D)
