O Zion, herald of good news;[a]

O Jerusalem, herald of good news;[b]
lift it up, do not fear;
say to the cities of Judah,
“Here is your God!”(A)

and his arm rules for him;
his reward is with him
and his recompense before him.(B)
11 He will feed his flock like a shepherd;
he will gather the lambs in his arms
and carry them in his bosom
and gently lead the mother sheep.(C)

their congregation shall be established before me,
and I will punish all who oppress them.

their ruler shall come from their midst;
I will bring him near, and he shall approach me,
for who would otherwise dare to approach me?
says the Lord.(C)

and I will be your God.(D)
